Start by going to the roof of Snowball’s Chance Hotel & Casino. To ensure success, a good amount of stamina and at least three flaps will be required. Having all Flight Upgrades will make this easier. Sinterpol HQ is in the "Rebellion Square" area in the southwest section, near the highway.
